I can’t think of anything but Prussia’s at the moment so I’ll go for that haha. They made an impression on me because I remember his seiyuu saying that for Prussia’s take on marukaite chikyuu, they went “Hey so you’re going to sing on a rock take of it so…go wild!” while he prepared himself on the cute Italy version haha, so everytime I hear him sing I think of Atsushi Kousaka going “!!! I’m going to be a rock star!”.

I think it stems from the idea that a nation has to be passive in the affairs of a government because government arises from the people + nobody would be really willing to be giving full power to an entity who probably fights itself on the bigger issues.
I’m trying to remember if there are fics about a nation going against their government, but I don’t think I’ve read about that. A nation is living on a dichotomy of ideals (take whatever issue/idea and you can find as many people supporting it as people hating it) and they, at best, guides its leader by giving him pointers about the population’s feeling on an issue. But I really, really can’t see it being active. It doesn’t mean that they can’t disagree with their leaders though.
Civil Wars are always one of the most interesting scenarii, since it implies that the difference in ideals are so far apart that they cannot be reconciled by negotiating with the other party. What happens to the nation then? Does it have a double that represents the other side? Are they rendered unable to act or think?
You also have to take in account that an embodiment of a population, such as current nations are, is actually a powerful tool to have as a politician. Simply to go out in the street with them by your side would imply that they are on your side, i.e you are right against your adversaries. If you stretch that idea (and also the idea that humanity is the worst enemy humans have), it wouldn’t be surprising if a power hungry man restrained a nation’s movement and speech to the strict necessary. And after having been subjected to that once or twice, nations simply give up on intervening because humans are humans and never change.

Eh, you have to remember that the government still represents part of the people, however unfairly it was put in power (because, well, it is still advantageous to the people who are in it), so a country still represents the government in some form.
